Description Cabo Verde has conducted as the first country on the African continent a fully electronic census using PDAs for data collection and satellite imagery for enumeration area classification. Statistical information available for small geographic areas or specific areas is very important in decision making. Electronic censuses can help to: 1. improve the information produced by giving it a spatial component 2. reduce human-inflicted errors in data processing 3. save processing time. With GIS technology, all the administrative boundaries can be digitized as much as all roads and streams. Roads and streams are important for the definition of enumeration areas, because the borders of these areas should coincide with roads or streams, which facilitate the recognition of the limits in the field. All buildings are georeferenced and classified according to the type of use. Mobile devices such as PDAs (in case of Cabo Verde PDA HTC Touch HD T8282 with Windows Mobile 6.1 Pro) can be used for data collection and post-enumeration adjustments. When connected to the internet, data is synchronized with a central database. Thematic maps for dissemination can be created with GIS software such as ArcGIS.
